Purpose
- Determine if a SEEDs software reuse and reference architecture effort
can:
- Reduce the cost and improve the delivery of information services needed by future NASA Earth Science Enterprise missions,
- Increase flexibility and responsiveness of systems to new missions, science and applications use of NASA data,
- Increase effective and accountable involvement of the community.
- If so, define the processes and mechanisms needed to achieve these benefits.
Approach

Phase 1: Preliminary options identified, trade study and analysis
- Obtained by interviewing experts, surveying members of the ESE community and reviewing documented case studies, reports and papers from broad range of industry, academia, and government agency lessons learned.
- Outcome: identified a range of applicable software reuse and reference architecture options along with list of criteria for evaluating these options.

Phase 2: Formal solicitation and compilation of community views
- Views gathered during community workshops and one-on-one interviews.
- Outcome: confirmed that community opinion bifurcates along the mission-critical and mission-success themes, compiled each community’s views on general process guidelines, program strategies, reference architecture purpose, and evolution and enablement strategies.

Phase 3: Development of community-based processes for each community
- Focusing on government & community collaboration and evolutionary processes that meet each community’s needs.
- Phase 4: Implementation of recommended community processes

Subject to headquarters approval, availability of funding and working group formation.

- February 2002: Trade study and analysis (workshop 1)
- May 2002: Compilation of community feedback on options and suitability.
- June 2002: Solicitation of community input on process guidelines and strategies (Workshop 2).
- September 2002: Process recommendations due to ESDSWG formulation team.
- March 2003: Solicitation of community input on process details, working groups’ roles and responsibilities and potential barriers to success (Workshop 3).
- April 2003: Refined reuse process.
- April-August 2003: Definition of strategy and implementation plan.
- June/July 2003: Formation of working groups (pending approval).
- July 2003-2004: Support of working groups (pending approval).
